ResQLink 400 / View: inspection and failed-test records

Start with the beacon label, existing test record and registration identity. A basic self-test and a GPS/GNSS self-test answer different questions; the View display is not available on the 400. Preserve an abnormal result for authorized service rather than opening the beacon.
